Likely created by a regional Japanese artist named 寒川 翼 (Senkawa Tsubasa), active around the 1940s–1960s.

Similar in feel to the works of Takeuchi Seiho, Ito Shinsui, and Kawase Hasui, who popularized traditional motifs in the early to mid-20th century.
